Progress in the Characterization of Wayúu Communities in Uribia – Ruling T-302 of 2017, Phase II

In compliance with Ruling T-302 of 2017 and its follow-up orders, the second phase of the characterization of living conditions in Wayúu communities in Uribia was completed. The process strengthens territorial, social, and community information for decision-making, targeted interventions, and monitoring of actions to guarantee fundamental rights.

The second phase expanded territorial coverage by 38%. Combined with the 31% covered during the first phase, cumulative coverage reached 69% of the territory planned for characterization.

Activities included identifying, collecting, verifying, and consolidating information on territorial location, community composition, access to basic services, social dynamics, and priority needs. Community outreach and validation sessions were also held with local stakeholders and traditional authorities.

The information collected is a strategic input for planning, monitoring, and interinstitutional coordination, consistent with measures aimed at overcoming the Unconstitutional State of Affairs declared by the Constitutional Court in favor of the Wayúu people.

The initiative advances the consolidation of territorial and community information tools to design and implement public policies that are more relevant, targeted, and aligned with the realities of Indigenous communities in Uribia.
